Another Unfunded Mandate!

What is an unfunded mandate?

When the state or federal government passes a law that requires communities to take a particular action but does not provide the funds needed for the action, it is referred to as an unfunded mandate. In short, you must do it no matter the cost.

What does this unfunded mandate require the Town to do?

Griffith must develop and implement a process for the following:

  • Public education and outreach
  • Public participation/involvement
  • Illicit discharge detection
  • Construction site runoff control
  • Post-construction runoff control
  • Pollution prevention

These activities are in addition to the broader requirement of measuring, monitoring, and improving the cleanliness of runoff.


What is storm water runoff?

Rainwater that is not absorbed into the ground is runoff. Additional runoff comes from sources such as lawn sprinkling, car washing, power washing, etc. This runoff can carry debris and pollutants that eventually find their way into our streams and lakes, deteriorating their water quality. Runoff is greatest where there are barriers to absorption, typically roofs, parking lots, driveways, roads, sidewalks, etc. Even graveled surfaces reduce the absorption of water.

How will the funds be used?

These funds will be used to continue the separation of the storm and sanitary sewers as well as to implement the new requirements to improve the cleanliness of storm water runoff.

Where did these rules come from?

The State of Indiana has issued an unfunded mandate that communities the size of Griffith must develop and implement a process for cleaning storm water runoff.

How much will I pay?

A schedule has been developed to generate the funds necessary to meet the federal and state requirements. The proposed fee schedule is:

Single Family Residence $ 7.50 per month
Duplexes $15.00 per month
Churches/Not-for-Profits $20.00 per month
Commercial $22.00 per month
Industrial/Schools $40.00 per month
Rental/Condo Units:
3-4 units per building $20.00 per month
5-8 units per building $30.00 per month
9+ units per building $40.00 per month

What are the Benefits?

The money will be used to clean up our creeks, streams, rivers, and lakes. Imagine a time in the future when our children and grandchildren will be able to use all of our water resources for recreational purposes.
